Get a pack of tissue paper with 8 pieces in it and separate it so you have 4 pieces each.
Lay one set of 4 on a flat surface and measure each piece to be 5" wide by 7" tall (I made a stencil so I wouldn't have to keep messing with a ruler).
You will get 8 5x7 pieces out of each set of tissue paper then the last four will be slightly shorter. (I didn't care I don't see the point in wasting the paper.)

Once you have your 5x7 piece start accordion folding it, like you are going to make a fan.
Then use a 3 inch piece of 22 gage wire and rap it around the middle, don't cut any extra off thats how it sticks in the Styrofoam ball. (Once you get the feel for it you may go with less or more wire)
After your paper is folded up like an accordion and wrapped with wire cut a half circle on each end.

Now you can fan out the flower and start pulling each piece of tissue paper up one by one, alternating sides.
Before you start putting the flowers in the ball you need to put the ribbon through the ball, I use a kabob stick but you can use a wooden dowel or what ever works. Just shove the stick trough and if you use something skinny you will have to really force it through. I don't know how long to make the ribbon I just do what suits me
There isn't a set amount of flowers to use for each ball, just make sure that they are close together you don't want to see any white spots.
When I put the flower in the ball I also hot glue them because sometimes the wire doesn't really want to stick in the Styrofoam.
